The rule is now more as it had loop holes during draft. I would like to come up with something to protect somehow top (whatever number of picks in lotto.) Open discussion.

or all proxy team trades involving lotto picks go to council (we used to do that.)

I think we could make it easy to understand and implement by following just two rules:
- Any trade involving outbound 1st round draft picks from under 30-win teams automatically goes to trade council (does not apply to 1st round draft picks the under 30 team has acquired from other teams).
- Any trade involving a rookie drafted in the top 10 automatically goes to trade council.
It's important to emphasize though that a trade going to trade council shouldn't mean it's veto-worthy or deserving of scrutiny, though. Any trade even in the vicinity of being fair should be quickly approved with 3 yes votes.
This could maybe jam us up in the draft every once in a while if a trade for a pick that's on the clock has to go to trade council, but our drafts last for several days anyways so I can't see it being a real issue. Especially if all trades even in the vicinity of being fair are being quickly approved with 3 of 5 possible yes votes.
