Rockets were under the salary cap. So they could take the contract.
Clippers are 25 million over the salary cap. So they couldnt even take a 1mil league minimum salary without matching it. That's why they gotta match Peplos 10mil by sending 10mil back.

John, this had already been processed. The Rockets cap space is already with Peplowski on the roster. I am not sure what the confusion is about.
