It's not a concrete rule. But it does say...
"I dont want 1st round picks to be traded these are attractive to new owners no matter what condition the team is in."
Granted the likelihood of this new owner coming along is pretty slim. But regardless, if you "don't want" proxy owners to trade their firsts, then why be the one to trade for a proxy teams first? That's a contradiction.

thats more for when teams are rebuilding, or not winning. We have always let proxy teams when they are winning trade 1sts.

3 days ago they traded Dwight Jones for draft picks. Looked like they were rebuilding.
Today they trade a 2nd year guy with B B C B+ C+ ratings and a first round pick for a 31 year old expiring.
That doesn't make a whole lot of sense.

My stance has always been that proxy teams shouldn't be trading their 1sts. Regardless of whether they are rebuilding or not. In this trade they are trading the #11 overall pick last year and another 1st for an expiring aging (albeit good player). We should be trying to make the proxy teams as appealing as possible to outsiders looking to join. I don't think this trade does a great job of that for the Wizards.
