I know a lot of leagues give gm's two sims to get under and if they don't then their best player is put into the FA pool for next year as a punishment as well as losing a 1st rounder or a fine.

yo...after looking at thisa bit....right now we have some sort of luxery tax in place so a team pays $250 if they are over the cap for the following sim....but that's not harsh enough as a 1 time fee......so what if we made that a recurring fee??
each sim that you are over the hard cap it costs you another $250...so essentially if youw ere over for an entire week it would cost you $750....that should add up quickly....and prevent people from going over - and put a cap on it, so once you hit $1500 in fines (if a team chooses to go this route) they lose the furthest out 1st round pick and are no longer fined....so they could stack a team and have 100,000,000 in salary for one season and maybe win one title, but it would cost them $1500 and a future 1st....? or something?

Thing I dont like about continue cash fines is a owner could bail on a team and leave it -1500 or alot more in the hole. I think a one time cash fine, loss of next upcoming 1st rounder (not traded) and a benching of the best player for a week would be good. Add in no cash awards can be claimed until team gets under the hardcap. The whole purpose of the hardcap was for people to be able to resign stars that bolt to FA.... IE bulls and magic/Bird. This way the team could keep its stars or have a chance too... other than that the hardcap is NOT supposed to be FRIENDLY!. And for a owner to get over the hardcap in my mind at least is a huge mis management of a team. So anyways I like what I said about the fines. I think we should put them into place.

Team A gets to the play the Pistons when their top player is benched while Team B faces them while they have an illegal roster. Gotta solve this already.

First its not tainted... he was fined as per our rules we put into place when we discussed the hardcap fine before. He has also been trying to trade and nobody will do it so he is stuck. While I do understand that he has been trying, he shouldnt be in this spot to begin with and with our current rules he has been fined. Any new rules will start when they are hashed out which will be soon. But to say its tainted is unfair when the league has done what the owners wanted by following the rules the owners put into place and fined him. So my proposal is 1. A 350 GM cash fine (Which would be reversed if the GM bailed on the team.) 2. Loss of next upcoming 1st round pick. 3. 1 week (5 sim) suspension of teams best player as picked by the commish. 4. No GM cash awards, or claims until under hardcap. 5. If owner bails or quits with team over cap the commish can make a free cut to get team under the hardcap for a new owner. This is the system I think works the best and would be added into the FA rules where some of our hardcap rules are located.

So a team having an ILLEGAL roster for 3 sims is not tainting the season? Then what would you call it? The proposal sounds harsh, but I guess that's what needs to happen at this point.

look at it this way...
team a has to play the bulls when their roster is loaded, then bird gets hurt and team b gets to play the bulls without their top player, it kinda the same situation with the pistons....injuries happen all the time and a lot of teams get breaks during the season playing other teams without an important piece of the roster...
