What do I have to do to not get penalized? or what does that imply. Are you asking about 30 wins rule?

I think we should revisit the under 30 rule.
It shouldn’t just be you can’t trade the pick if you didn’t win 30 games. A lot of scenarios is makes sense for a team to trade down a spot in the draft and pick up a player or a pick as well. But you can’t do that with this current rule.
I think it should be something like any trade for an under 30 team should automatically go to the trade council.

This rule has protected a lot of teams. Before we had it too many teans got screwed, and the trade council was overworked. Teams can aways trade the player but usually once they realize what they have they don't.

Sure, but lets look at this draft for example...
If the Nets, with the #2 pick was offered Lamar Odom and the #4 pick from the Spurs - which is good value for the Nets because picks #2-4 are all pretty much equal players, then they can't make this trade?
Teams with under 30 wins are being handcuffed from trying to improve their team and get out from the 30 win rule.

but wait, is it really "cannot be traded" or is it "automatically go to council"? Which I know does not exists, but like it can be vetoed easily.

Cannot be traded. If team selects a player then its possible to trade but if trade is lopsided it would go to commish to possible veto.
